West Pokot County Promulgates Disaster Risk Management and Peace Bills
In a move towards bolstering resilience
and fostering harmony, West Pokot County has enacted comprehensive legislation
aimed at fortifying disaster preparedness and mitigating conflicts within its
borders.
Governor Simon Kachapin hailed the passage of the West Pokot County Disaster Risk Management Policy and Act and the West Pokot County Peace Building and Conflict Management Policy and Act, 2023, as a significant stride towards safeguarding communities and optimizing resources.
The newly ratified policy sets forth a legal framework designed to streamline resource utilization, prioritize capacity building, and enhance emergency response mechanisms.
Governor Kachapin expressed gratitude to
collaborative stakeholders and the County Assembly for their unwavering support
throughout the developmental stages of the bills.
Addressing the multifaceted challenges confronting the county, Governor Kachapin underscored the prevalence of cross-border disputes and agro-pastoral tensions. He cited the existence of conflict corridors as poignant reminders of the intricate issues plaguing the region, hence the need for the two polices.
In tandem with the enactment of the West Pokot County Peace Building and Conflict Management Policy and Act, Governor Kachapin outlined strategies to foster coordination, bridge communication gaps, and address resource deficiencies.
Acknowledging the significance of collaborative efforts, representatives from various organizations lauded West Pokot County's proactive stance in addressing pressing issues. Gerishon Mwakazi, Director of Disaster Management at World Vision, commended the legislation as a roadmap for conflict resolution and management, underscoring its capacity to confer legitimacy upon operational structures.
Anzan Rashid, Policy Advisor at USAID KUZA, lauded West Pokot County as an exemplar in peace-building initiatives, urging concerted efforts to actualize lasting tranquility. Similarly, UNICEF representatives praised the county's commitment to implementing crucial programs, affirming that the approved bills would bolster disaster risk reduction efforts.
County Commissioner Khalif Abdullahi,
alongside representatives from neighboring regions, commended the collaborative
spirit underpinning the policy formulation process, affirming stakeholders’
collective resolve to commence immediate implementation of the newly enacted
policies.
