Governor Kachapin attends the Council of Governors 2024 Inaugural Meeting

West Pokot County Governor, Simon Kachapin attended the Council of Governors-Kenya inaugural meeting, 2024 alongside other governors from the 46 counties.

With agendas including to deliberate on  Managed Equipment Services, the report of the Presidential Working Party on reforms in the Education Sector, proposal on the Division of Revenue for FY 2024/25 and delayed disbursement of County Equitable Share, various recommendations were made including; fast tracking contracting of the service providers and ensure that major service for all equipment is undertaken by end of January 2024 and specialised services such as renal, theatre, imaging and ICU at the County level remain uninterrupted.

In addition, the report of the Presidential Working Party on reforms in the Education Sector has been rejected as they undermine the basic structure and framework of the management of Education by the Counties.

Consequently, proposal on the Division of Revenue for FY 2024/25, the Council of Governors Proposed that the minimum County Equitable Share be Ksh. 450 billion for the FY 2024/25 factor in adjustment for revenue growth.


The delay in disbursement has crippled the counties' ability to respond effectively to emergencies and has resulted in non-compliance by Counties to timely payment of employees' salaries & the remittance of statutory deductions.
